Carl - CopyCARL MILLER, RMA

Carl began his duties with the Ellsworth County
Appraiser's Office as a consultant during the statewide reappraisal process in 1989.
In 2002, he was
appointed to the position of Ellsworth County Appraiser
by the Board of County Commissioners.






DEPT MEMBERS:

NANCY HYSONG, DEPUTY APPRAISER I /REAL ESTATE - Nancy began
her duties with county government in 1984 starting in the county Treasurer's
Office. She was later hired in the Appraiser's Office during state wide
reappraisal in 1986. She currently serves as GIS coordinator and as a member
of the Ellsworth County Technology Committee.

ESSENTIAL FUNCTIONS
  1. Communicates official plans, policies and procedures to the general public; meets public and answers questions and complaints;
  2. Acting Department Head during absence of District County Appraiser;
  3. Assists in the preparation and mailings of Real Estate valuation notices; makes final check of records; verifies and corrects the accuracy of changes;
  4. Conducts research regarding recent property sales and enters confidential data;
  5. Records all deeds and transfers in Administrators Assessment Files;
  6. Reads and routes incoming mail and assembles files and other materials to facilitate reply by a superior;
  7. Responds to annual Compressed Photo Imaging for Aerial Photography (NAIP);
  8. Maintains cross-referenced office files and other records; sorts, indexes and files materials;
  9. Develops and prepares query reports;
  10. Assists in the preparation of abstracts to be submitted to County Clerk and State as required by law;
  11. Reviews maps, land use classifications, updates from ESRI ArcReader for GIS System;
  12. Enters data on cards and computer (Orion System);
  13. Explains valuations and appraisal standards to taxpayers and other professional parties;
  14. Assist with the informal and payment under protest hearing process;
  15. Responds with computer consultation/trouble shooting as the AS400 system operator.



MARIE RANKER, DEPUTY APPRAISER II -
Marie began her duties with
the Appraiser's office in November 2006. She currently works with personal
property and oil & gas records.

ESSENTIAL FUNCTIONS

  1. Communicates official plans, policies and procedures to the general public; meets public and answers questions and complaints;
  2. Performs Appraisers personal property duties during absence of District County Appraiser;
  3. Prepares and mails all county renditions and valuation notices; makes final check of records; verifies and corrects the accuracy of changes;
  4. Assists in the preparation of abstracts to be submitted to County Clerk and State as required by law;
  5. Reads and routes incoming mail and assembles files and other materials to facilitate reply by a superior;
  6. Prepares Appraisers Office monthly accounts;
  7. Maintains cross-referenced office files and other records; sorts, indexes and files materials;
  8. Develops and prepares periodic tax, personal property and statistical reports and queries;
  9. Records current name changes, individual (boats/trucks/factory-built homes/etc) /commercial (business equipment/trucks/etc) rendition sheets, penalties all as per PVD guidelines and required by law;
  10. Records current name changes, oil/gas renditions, annual production, royalty interest all as per PVD guidelines and required by law; 
  11. Process and value all personal property valuation sheets (audit when needed);
  12. Assist with entering data on cards and computer (Orion System);
  13. Explains valuations and appraisal standards to taxpayers and other professional parties;
  14. Assist with the hearing process and hearing/tracking;

DEADLINES AND NOTICES
:

JANUARY - Mail out personal property renditions.
MARCH 1st - Mail out change of value notices (30 days from mail date to set up hearing at county level if needed).
MARCH 15th - Deadline for filing personal property.
APRIL 1st - Deadline for filing oil and gas.
APRIL - Mail out notices of informal hearings (real estate).
MAY 1st - Mail out value notices, personal property, oil and gas.
MAY 10th - 2nd half taxes due (prior tax year's valuation).
MAY 15th - Last day for informal hearings (personal property).
JUNE 1st - Certification of tax rolls to County Clerk.
JULY - Hearings for 2nd half payment under protest.
JULY - OCTOBER - 17% reinspection of property (Field checks, new construction, maintenance for upcoming year).
NOVEMBER - Tax statements mailed out (current year's value).
DECEMBER 2Oth - 1st half taxes due (current year's value).
DECEMBER - Hearings for 1st half payment under protest.
